"The [U.S.-Canada Safe Third Country] agreement. . .would allow each country to return asylum claimants who passed through the other country without having to adjudicate their asylum claims. In other words, an alien would have to claim asylum protection in whichever country he reached first, and thus would not be permitted to transit through one country and then apply for asylum in the other."
