Director of Regulatory Affairs and Policy
Elizabeth Jacobs is the Director of Regulatory Affairs and Policy for the Center for Immigration Studies. Ms. Jacobs provides expert legal and policy analysis on executive actions, immigration regulations, and relevant litigation to advance the public's understanding of evolving immigration policy. She focuses on humanitarian and employment-based visa categories, including issues related to asylum and border security.
Ms. Jacobs served in the Department of Homeland Security (DHS) at U.S. Citizenship and Immigration Services (USCIS) as the Senior Advisor to the Chief Counsel in the Office of the Chief Counsel. There, she provided expert legal advice to promote the integrity of the immigration system and managed special projects supporting DHS's mission. Prior to joining USCIS, Ms. Jacobs served in numerous roles advocating for immigration reform, including as a Government Relations Policy Advisor and State and Local Counsel.
Ms. Jacobs has a Bachelor’s degree from Rutgers University, the State University of New Jersey, and a Juris Doctorate from the George Washington University Law School.
