Immigration Brief: H-2B Temporary Non-Agricultural Workers

The controversial H-2B program provides a steady source of cheap labor to compete with low education, low-skilled Americans for non-agriculture jobs. This increased labor competition also causes wages to fall for American workers. Preston Huennekens, a CIS Research Assistant, concludes, “The program needs to be reformed back to its original purpose, which was providing a temporary solution to low levels of labor until an American be hired.”
