Arizona, Obama, Congress
There were an estimated 11 million unauthorized foreigners in the US in 2010; about 60 percent or 6.6 million were Mexicans. Most of the 12 million Mexican-born US residents are unauthorized, and most arrived since 1990.

The Pew Hispanic Center reported in September 2010 that the number of unauthorized foreigners entering the United States fell from 850,000 a year between 2000 and 2005 to 300,000 a year between 2007 and 2009. Pew estimated that the stock of unauthorized foreigners in the US fell from a peak of 12 million in 2007 to 11.1 million in 2009. The declining stock of unauthorized foreigners is attributed to more border enforcement and the recession that slowed inflows, but outflows continued at pre-recession levels.
Unemployment, H-1B, Post-docs
The US private sector added jobs every month in 2010, over 820,000 in the first nine months, but these new jobs have so far have made only a small dent in the 8.5 million jobs lost during the 18-month 2007-09 recession.
Poverty, Population, Education
Poverty. About 44 million US residents, 14.3 percent, had incomes below the poverty line in 2009, the highest poverty rate since 1994. About 20 percent of US children lived in poor households in 2009, when the poverty rate for non-Hispanic whites was 9.4 percent, for blacks 25.8 percent, and for Hispanics 25.3 percent.
Canada, Mexico
Canada has one of the world's highest rates of immigration. The 250,000 immigrants who arrive during a typical year increase the country's 32 million population by almost one percent. Over half of Canadian immigrants are selected via a point system that gives priority for entry to those who are young, know English or French, and have high levels of education or the skills required by one of 29 labor-short or "in-demand" occupations; there are also points for having a job offer from a Canadian employer. This selection system helps to ensure that the average level of education is higher for immigrants than persons born in Canada.
Latin America
The Caribbean Community (www.caricom.org) is an organization of 15 Caribbean nations and dependencies that promotes economic integration, including freedom of movement, between member states. CARICOM, which has about 6.5 million residents, began the freedom-of-movement process with five types of professionals, including university graduates and athletes. Degrees and certificates issued in one CARICOM member should be recognized in others, and dependents of migrants with skills certificates have the right to move with the certificate holder and work in another CARICOM country without having to obtain a work permit.
EUROPE
EU: Mobility, Frontex, Menz
The 27 member states of the EU had 501 million residents at the end of 2009; about two-thirds of the 1.4 million net growth in EU population during 2009 resulted from immigration. There were 5.4 million births in the EU in 2009 and 4.9 million deaths.
UK: Migrant Cap
The Conservative-Liberal Democrat coalition government elected in May 2010 promised to reduce net migration into the UK to "tens of thousands, not hundreds of thousands." One reason is to avoid too much population growth. In 2009, when net immigration was 196,000, the UK population of about 61 million was projected to top 70 million by 2030, with 75 percent of the increase due to immigration.
OTHER
Australia: Migrants
Australia. Australia's population is about 22.2 million; it increased by 432,000 in 2009, maintaining a growth rate of about two percent a year. About 529,000 Australian residents were born in New Zealand; net migration from New Zealand to Australia averages about 13,000 a year.

The Agricultural Jobs, Opportunity, Benefits and Security Act (AgJOBS, S 1038, H.R. 2414) remained pending in Congress in summer 2010. Farm worker unions and worker advocates continue to cooperate with farm employers to press for enactment of AgJOBS, but some expressed pessimism that Congress would act soon.

Employer Audits, RICO
On December 12, 2006, ICE agents surrounded six Swift & Company beef and pork processing plants that employed 7,000 workers during the day shift, arresting 1,282 unauthorized workers in what ICE called its largest ever workplace raid. Employers, migrant advocates, and local politicians denounced the Swift and workplace raids; they were stopped under President Obama.
H-2A Cases, H-2B
The H-2A Improvement Act, introduced in September 2010 as S 2858, would allow dairies to join sheep farmers to employ foreign workers for up to three years. Most H-2A visa holders are in the US 10 months or less, with sheep herders allowed to remain up to three years as a longstanding exemption to the "seasonal workers to fill seasonal jobs" nature of the H-2A program.
