Janice Kephart talked about her report for the Center for Immigration Studies, which was released last week, on the link between immigration policy and the potential for terrorists to use loopholes in the policy to remain in the United States. She studied the immigration histories of 94 terrorists who operated in the United States between the 1990's and 2004, including the September 11th hijackers. Ms. Kephart also responded to questions and comments from telephone callers.
