Book Description:The transnational and diasporic dimensions of early Chinese migrant politics opened in the late nineteenth century when Chinese radical groups bent on overthrowing the Qing dynasty (1644-1911) vied with one another to win Chinese overseas to their modernizing projects, and immigrants who had suffered discrimination welcomed their proposals. The radicals' concentration on Chinese communities abroad as outposts of Chinese politics and culture strengthened the stereotype of Chinese as clannish, unassimilable, xenophobic, and deeply introverted. This book argues that such a view has its roots less in historical truth than in political and ideological prejudice and obscures a rich vein of internationalist practice in Chinese migrant or diasporic history, which the study aims to restore to visibility. In some cases, internationalist alliances sprang from the spontaneous perception by Chinese and other non-Chinese migrants or local workers of shared problems and common solutions in everyday life and work. At other times, they emerged from under the umbrella of transnationalism, when Chinese nationalist and anti-imperialist activists overseas received support for their campaigns from local internationalists; or the alliances were the product of nurturing by Chinese or non-Chinese political organizers, including anarchists, communists, and members of internationalist cultural movements like Esperantism. Based on sources in a dozen languages, and telling hitherto largely unknown or forgotten stories of Chinese migrant experiences in Russia, Germany, Cuba, Spain and Australia, this study will appeal to students and scholars of Chinese history, labour studies and ethnic/migration studies alike.

Based on extensive research in the archives of Bulgaria and Greece, as well as fieldwork in the two countries, Dragostinova shows that the Greek population did not blindly follow Greek nationalist leaders but was torn between identification with the land of their birth and loyalty to the Greek cause. Many emigrated to Greece in response to nationalist pressures; others sought to maintain their Greek identity and traditions within Bulgaria; some even switched sides when it suited their personal interests. National loyalties remained fluid despite state efforts to fix ethnic and political borders by such means as population movements, minority treaties, and stringent citizenship rules. The lessons of a case such as this continue to reverberate wherever and whenever states try to adjust national borders in regions long inhabited by mixed populations.

The Pew Hispanic Center estimated there were a peak 12 million unauthorized foreigners in the US in 2007 and 11.2 million in 2010; 58 percent were Mexicans and 23 percent were from other Latin American countries. California (2.6 million) and Texas (1.6 million) included almost 40 percent of the unauthorized.
Labor, H-1B
The US unemployment rate averaged 9.6 in 2010, more than double the 4.6 percent rate in 2006 and 2007. Private-sector employers added jobs in 2010, offsetting those lost as government employment shrank, especially after workers hired to conduct the 2010 census were laid off. Nonfarm employment, mostly in temporary help, education and health care, rose by 1.1 million or 94,000 a month in 2010. Employment must rise about 125,000 a month to absorb new job seekers.
Population: Hispanics
The census released data on the number of US residents and their racial/ethnic characteristics from the 2010 census. Data on socio-economic characteristics of residents from the American Community Survey for 2005-09 was released in December 2010.
Census. The US had 309 million residents in April 2010, including 50 million Hispanics, 39 million Blacks, and 15 million Asians. The US population rose by 27 million between 2000 and 2010, up almost 10 percent from 281 million residents in 2000; over half of this increase, 15 million, was Hispanics.
Canada: Points, Mexico: Jobs, US
Canada plans to admit 240,000 to 265,000 immigrants in 2011; 60 percent will arrive via the points-based system that awards points for youth, education, and knowledge of English or French. This point system ensures that immigrant adults have higher levels of education than Canada-born adults. In 2005, about 55 percent of Canadian immigrants had university degrees, compared with 35 percent of legal immigrants admitted to the US.
Latin America
Remittances to Latin America and the Caribbean were $59 billion in 2010, about the same as 2008 but a sharp drop from $67 billion in 2006 and 2007. Remittances in 2011 appear to be rising. The average remittance from the US to Mexico in 2010 was $300.

However, few observers expect comprehensive immigration reform to be enacted in 2011-12, largely because enforcement-minded House Republicans oppose legalization. Instead, House immigration committees are holding hearings on enforcement issues, including the Obama administration's substitution of I-9 audits for workplace raids, E-Verify, and state and local laws aimed at curbing unauthorized migration.
H-2A: Global; H-2B: Cases
H-2A. The US Department of Labor published Adverse Effect Wage Rates (AEWRs) for farm employers seeking permission to hire H-2A workers. These AEWRs, effective March 1, 2011, ranged from $8.97 per hour in Arkansas, Louisiana, and Mississippi to $12.01 per hour in Hawaii; in North Carolina, the state with the most H-2As, the AEWR is $9.30 for 2011. Employers who provide workers with three meals a day are allowed to deduct up to $10.73 a day from worker wages to cover meal costs.

There were an estimated 8.4 million unauthorized foreigners in 2000 and 3.5 million in 1990, that is, the number of unauthorized foreigners more than doubled during the 1990s and rose by a third between 2000 and 2010. In 2010, there were 15 million naturalized US citizens, 12 million legal immigrants, and two million temporary migrants, such as foreign students and guest workers.
